Other than the J, ZO and Shin movies, Which were the only form of KR visible in the 90's, why didn't Toei produce anymore TV shows?

From what I know, the show was cancelled for a time, then brought back with Kuuga. I have no idea why it was cancelled or stopped for a time though.

I heard the last TV show Black RX, was really successful, so i don't get it either.

Actually, they had 3 breaks in total...
There was a break between December 1975 to October 1979. There was also a break between October 1981 to 1987. Then there was that longer break from 1989.
As for why Toei didn't do anymore right after Kamen Rider Black RX, not sure why....most likely just a break to work on more ideas.

Maybe because they figured Black RX was gonna be the last one but then they moved it into the heisei series what is the difference between the showa riders and the heisei riders anyway

Heisei ones don't seem to be as cool, back in the old days, one rider was enough, now we need about 4 each season.

Maybe KR was axed because they didn't want three tokus in the schedule? It's no coincidence that Metal Heroes stopped not long before Kamen was brought back.

Sentai was very successful
KR was probably meant to end with Black RX, and a few movies Ishinomori had wanted to do (like Shin, J, etc). However, in the 90's when KR was cancelled the fandom was very strong, lots of demand for Kamen Rider and fan fictions
I guess after that Toei took a chance with Kuuga and it was a hit

I remember hearing that Toei intended for Shin to become a series but after the movie's reviews everything was cancelled.

I heard that metal heroes was intended to replace KR.That's probably true. Kamen originally finished in 1981, Metal Heroes started in 1982. The only years with full seasons of both MH and KR are 87-89, when KR BLACK and BLACK RX were on alongside both Metal Heroes and Super Sentai. MH ended in 1998, which is 2 years before KR was revived again.

Agreed, KR is overall a very unique show, and i can't believe Toei were thinking straight when it was taken off in the 90's.

Maybe the franchise wanted to give the actor's a break...so that they would not indefinitely be connected to a certain show...like how everyone relates Nimoy and Shatner to Star Trek...and ignore that Nimoy was in Mission Impossible or that Shatner had an acting career before Star Trek, and was in Tek War (albeit a bad show but still...) or Adam West to Batman....
that is not to say that those actors that acted in that franchise should never do toku again, but, if they wanted to do something beyond that field, it would have given them a chance to expand...
