Did Saban bought the Raw footage of GoGo V 22 that doesn't have the Japanese text, or probably from a different episode that has the same shot, but its textless.

I doubt they had textless material, since there were still shots cut from the ep that had Japanese text over them. And I doubly checked episodes 23-50, and the team-up, looking for any use of that shot again but it was nowhere to be found. My guess is for some reason that shot's text wasn't added until last minute in Japan, and Saban got the slightly "incomplete" version of the episode. The only other option is it was digitally erased, but considering the shot was in motion and lacked a clean plate behind it, that seems doubtful.

Except that left visible signs of alteration. There were none with this one, it was a completely clean shot.
