I'd have to say it's a tie between Billy and TJ for me. I'm more biased towards Billy because I started watching PR from MMPR. But, I loved his character development until he left in Zeo. As for TJ, he was always in my top 3 choice for blue rangers besides Billy and Rocky. I felt he really came alive as a Ranger in In Space.
I pick Rocky because as Blue it was his highlight and he would have a lot to say about mmpr, the mmpr movie, about replaced by Justin in Turbo movie and not appearing on Forever Red. Most of all he is a good guy out of the show and he loves that he is a part of power rangers history

Lucas, probably. Because PR have a long legacy and as the most futuristic Blue Ranger (he comes from the year 3000), I think he fits the bill.
