I say that Decker is completely one person character. Although it would be interesting to see if Cole is Decker. Perhaps we'll know very soon.
In shinkenger, the rangers used the shadow kanji to create their doubles. And they didn't say anything. In Samurai, the rangers used the symbol power doubles. They didn't say anything when they were summoned, but did when they headed to the werehouse. So in a way shadow and double are pretty much the same thing. Kanji wise.
Here's a fun question: Who wrote the yellow kanji? (Or in Shinkenger, the blue kanji?)

We discussed this back around Page 5-7, something like that. The only sensible answer that came up was that Emily is able to send their kanji drawing to the other Rangers. It's never been explained, but it's really the only way it could have been done. Because the male Rangers were on the damaged wedding field, and there's no way Emily drew out her symbol before the Moogers arrived. I guess the Rangers are just able to send their symbol power to other locations? Just another confusing point about this symbol power.
Another sensible answer is that it's just magic, since, you know, the Rangers can do anything they want with their symbol power. Take and project a kids memory? Make a fishing rod appear out of nowhere? Create doubles that speak and show full emotion? The rules and limitations to their symbol power is offly confusing.
Ah, didn't read the whole thread. My fault.
Not an issue, don't worry about it. I'm actually interested in continuing the symbol power discussion, since it's always good to hear other people's thoughts or inputs on this confusing topic. Plus, maybe by the end of this all, the fandom will be able to come up with some limitations or rules to their symbol power.
In Shinkenger, this power has been explained as modikara, which is the energy that they used and expressed through the writing/drawing of kanji. Shinkengers even practiced their modikara by doing calligraphy on the canvas. Sometimes Shinkengers could be exhausted from using it too much (like when Takeru was exerting it when practicing the Kabuto disc). I think this power gets stronger as they train more, hence the reason why Takeru by comparison is better than other Shinkengers, and I don't think modikara's limitation has ever been set, but I suspect that it has to do with individual's willpower and fortitude. The power itself seems like a bottomless well, and if it can be written as a kanji then it can be activated.
Personally, I don't really think it needs to be explained with rules anyway; they never explain Force in the Star Wars universe, and both masters and apprendices can use it to do anything from moving large objects or create lightning bolts. It doesn't diminish our enjoyable of Star Wars, and in fact when they tried to explain it too much (in Phantom Menace), it felt forced and contrived.
Well, it has been explained that Jayden is more experienced both as a swordsman and in symbol power. If he can project a kids memory and bring it to life, maybe he drew the double for Emily but used his own memory of her.
Perhaps you're right, it did look like Jayden did write the samurai yellow double kanji.
