I want to ask a big question! Why is anyone assuming the suit changing gimmick and the massive guest staring will be kept?
The biggest issue will be how they handle MMPR, Zeo, Turbo, In Space. MMPR had a split of a different cast for season 2, Zeo, Turbo and In Space shared the same cast. So, It will be hard to figure that out.

Well, if you want my ideas, here's my list for him.
Green: Clone
White: Movie-verse (yeah, the movie weasled its way into my plans with a partial explanation)
Zeo: Regular Tommy or White Stranger (Needed to incorporate WS somewhere)
Dino Thunder: Same options as Zeo
Gokaiger didn't go into who was in each suit because they didn't have to. We have the problem here that the fandom is going to want to put a face under each helmet. We probably won't get the luxury of an explanation. The easiest, and less convoluted option? Time Force brought rangers (namely Tommy) out of their normal time to participate in this war so that every Ranger Power would be represented.
Other options? Have Tommy pull quadruple duty and switch morphs during the fight.

MMPR: Zach, Kimberly, Billy, Aisha, Jason
PRZ: Kat, Tanya, Rocky, Adam, Tommy, Trey
PRT: Robot Rangers (with either Robot Justin, or real Justin)
PRiS: Andros, T.J., Carlos, Cassie, Ashley, Zhane
The rest are no problem.
Now if you really want to see all four of Tommy's forms concurrently, just say that Sentinel Knight made manifest Tommy's dream in "Fighting Spirit" and brought forth his past three forms to join him in battle.
In Gokaiger the rangers just have to have the Keys for change the suits likes happens in Gokaiger
Thrax, we are talking about the Legend War. Remember the scene where all Sentai Rangers show up which plays at the beginning of every Gokaiger episode? That's not a problem for Sentai, but it's a problem for PR, since MMPR, Zeo & Turbo shared the same actors. One person can't be a 3 or 4 places at the same time.
Kat: MMPR Pink, Zeo I, Turbo Pink
Tanya: Zeo Yellow, Turbo Yellow
Rocky: MMPR Red, Zeo Blue
Adam: MMPR Black, Zeo Green, Turbo Green
Tommy: MMPR Green, MMPR White, MMPR Ninja White, Red Zeo, Red Turbo (1st half only), Dino Thunder Black
Jason: MMPR Red, Zeo Gold (if Trey's actor is not available)
Cassie: Turbo Pink, Space Pink
Ashely: Turbo Yellow, Space Yellow

See? Saban has to figure out how to adapt the Gokaiger concept for Power Rangers, since we didn't have the annual actor changes straight from the beginning like Sentai had. And if some of the originals appear, they are going to have to choose a team they were a part of, since many of them were a part of multiple teams... For example, Red Racer from Carranger appeared in the Carranger focused episode of Gokaiger. Tommy could either appear in a MMPR, Zeo, Turbo or DT focused episode of Gokaiger adaptation or in all of them, but that'll be strange because of the Legend War thing.

You forgot Carlos - Turbo Green and Space Black. TJ would probably get the Carranger episode. I'd use Tommy for the Zyu/Time/Aba episode (Gokai 18). He can represent both MMPR and DT there (I know AbareBlue is going to appear, but that episode will have some unusable morphed footage due to AbarePink, which wasn't used in PR).Footage. Lose the suit changing, lose half the morphed footage. Lose the guest stars, lose half the Sentai story. And Ninja Storm actually fights alongside the pirates.

Not to mention, you'll lose nearly all of the zord footage, because at that point, how could you justify them using the Titan Megazord Dragon Mode, Delta Runner 1, Jungle Fury's Beast Spirits, Red Lion Wild Zord, using Symbol Power to transform Red Lion into a copy of the Samurai Megazord (sorta), the Turbo Megazord Spin Out, whatever they'll call the Goseiger's Header Cards, a projection of the Drivemax Megazord and the Drivemax Digger Saber Mode, Fire hoses from Lightspeed Rescue, Mini-zord.
Not to mention Gokai Silver's zord is a tribute to Green Ranger (Mighty Morphin), Quantum Ranger, and White Dino Ranger.
And there's still more to come.
