And that must be the case, because if you look at the above pic of Haruto, he's not wearing the belt.

So that must be the ring that summons his belt; guess that's the only ring (so far) that doesn't need to be "scanned" by the Driver. I put scanned in quotations because that doesn't seem like a term that fits a magical Rider. Sounds to scientific/techno. :P
*ADD-ON* So you may be right, YellowAccel; he does use it to henshin...in a way.
