It's one thing to sue someone trying to do good if they use unnecessary force or abuse their power to accomplish that goal. If someone is trying to save someone, say from a tree, and the branch breaks and both the victim and the rescuer are hurt, that's different. The rescuer didn't try to break the branch, it just happened. The same thing applies to the rangers. They get thrown into buildings, it's not their fault.
Plus, no one seems to complain about it too much, so obviously it's not a real problem.
The Rangers are complete ciphers to the world at large. Frivolous lawsuits would HAMPER the effectiveness of the Rangers. Questioning why you don't give a bunch of high school students open identities as the world's primary defensive response force to alien incursions is like questioning whether everyone else perceives the color red the same way you do. If you have to ask the question, there isn't going to be a satisfactory answer.
I always just assumed it was the whole, "Super Hero with a secret identity" thing. They're super heroes, so they have to have a secret identity.
Good Samaritan Law that is what I assumed. They are helping people from dying there is your answer.

-Your daughter is hurt, but alive. You can't get that guarantee with monsters whose purpose is to murder and enslave.
-Construction is apparently very quick in the PRU, taking maybe days or weeks instead of months and years. You might be out of work for a few weeks instead of having to be fired right off the bat.
-Repair of the building is likely subsidized by the state or even Zordon who is very interested in the urban planning of Angel Grove, seeing as he is secretly building Zord hangers under the city and organizing the buildings so they can maneuver.
-It's not a matter of "right" as much as "responsibility". If they had this equipment, but chose to not use it, the public outcry would be greater than that of using it and potentially minimizing the collateral damage.
-Training, who's to say people even question that these people are trained? They are piloting giant robots and no stories have gotten out of people being squished. We can assume they are somehow observing safety protocols
I'd be more concerned that the robot that was rampaging and destroying the abandoned warehouse district is suddenly on their side. Who's to say that was not always on their side and the attack on the warehouses was not their intention the entire time?
