Yes they are. They will be releasing packs similar to how samurai did and some cards with gear like the morpher.

The Samurai builder will be compatible with Megaforce. From RC twitter:

So Megaforce's morpher is called Gosei Morpher, nice touch. Since the ranger's mentor is called Gosei. Got to say loving the new figures. I can't wait to get red and pink. At least the weapons are colored this time. According to the signs that say what the figures are, it says coming 2013. That means we wouldn't be getting the megaforce merchandise until next year, I'm guessing before the season premiere.
