I have a theory that the white-striped Green Ranger is the current suit template. At some point at the end of the Dragon Coin's life, it was infused with white "good" energy (or whatever Zordon used for White Ranger that meant it's powers couldn't be taken by evil.) and cleansed of Rita's evil taint. This added white stripes to it's helmet as physical representation, or alternately it was a representation of Titanus's energy combined with the Dragon Coin to sustain the coin and not render it inert and powerless. This then had the further benefit of allowing Titanus to be called forth with Dragonzord's shield during S3, which probably wouldn't tax the coin very much anyway. There wasn't enough energy however to power a Ranger, having been rendered almost powerless, but the template was there, having merged Titanus and Dragonzord's powers.
The suit without the white accents is representative of the Evil Green Ranger, and given that his powers were initiated by evil, this is the form the suit took. But if someone were to have a fully powered new Dragon Coin, it would take on the white accented form.
There is no real criteria of who is and isn't a Ranger. Trying to place criterias on Power Rangers is not the same as trying to place criterias on animals and planets.
Is the Magna Defender a Ranger? He was never referred as such. I don't see him as a Ranger. He's just a warrior who isn't a Power Ranger, that just fulfills the Sixth Ranger spot of the Galaxy Ranger team. Think Gosei Knight in Goseiger.
^ It's things like that which makes being totally different from the Sentai something that comes back to bite you in the *** eventually. Granted, writing around that would probably be easy enough, but still. Unless Toei was intentionally trying to screw with us (would be hilarious but highly unlikely).
Kuro Kishi, I could of sworn was counted as a Sixth Ranger in the Sentai.

Note how dudes like Deka Master, Wolzard, Signalman, Zuban, Rio & Mele aren't counted in this. Then note that only core members, guys that get added to a three member team yet aren't counted as Sixth Rangers in Gokaiger, and Sixth Rangers are on there. Now note how this counts Kuro Kishi.
Heck, Gokai Silver got the Kuro Kishi key handed to him personally by the man himself.
He wasn't, he was the sixth warrior, but is an Extra Warrior, not a Sixth Ranger. What Toei says trumps what Bandai says.
IMO LG's Leo and Mike are the first siblings to be on a Ranger team together because if you remember Mike pulled the sword and handed it off to Leo and then fell into the chasm.
Honestly I'd always considered Mike a Power Ranger. It just seemed normal to me.
